Oceans of Fun is a big, hot, spread-out place, and the distance from the gate to the lazy river to the food stands and back adds up fast under a summer sun. Nobody wants to be the one parked on a bench by the entrance while everyone else heads for the slides. Rolling the paved paths between zones on a scooter, then transferring at the water, means you stay in the middle of the day instead of waving from the edge of it.
